Yes, New York has had one of the most restrictive programs in terms of allowable product forms, prohibiting both flower and edibles, leaving patients with only liquids and oil for vaporization or administration via inhaler as well as capsules to take orally. New regulations effective Dec. 27, 2017, loosened restrictions somewhat, allowing for additional products including topicals such as ointments, lotions and patches; solid and semi-solid products, including chewable and effervescent tablets and lozenges; and certain nonsmokable forms of ground plant material.
