Demand for medical marijuana, however, has been lackluster. Despite several changes made by regulators to improve the viability of the program—such as adding more qualifying MMJ conditions and allowing physician assistants to recommend MMJ—only 2,139 patients are currently enrolled. In 2020, patient counts will need to improve for the state to maintain a sustainable MMJ program. Marijuana Business Opportunity Rank for 2020 C Given the state’s small population, as well as its decision to license only eight dispensaries and two cultivators, North Dakota’s medical marijuana market is not expected to offer many opportunities or to be highly lucrative. Although state regulators have committed to increasing the number of business licenses available to meet demand if necessary, it is unlikely this demand will develop rapidly.
