Regulation of California MMJ businesses has historically varied greatly by town/county because of a lack of statewide rules. However, three bills passed in 2015 establish a regulatory and licensing framework. California put new rules in place Jan. 2019 which created 26 distinct categories of business licenses (and licensing fees), and charged the Bureau of Cannabis Control and California Department of Food and Agriculture with regulatory oversight and rulemaking responsibilities. It also requires companies to obtain both local and state business permits, for example, which creates additional hurdles for MJ businesses to comply with. Final rules are detailed and extensive, addressing all aspects of operations at all levels of the supply chain. As of Jan. 1, 2019, all new businesses must apply for permanent licenses and all license renewals must be for permanent licenses.
