Business regulations Very heavy. The state has a cap on the number of dispensaries ("compassion centers") allowed, and each must cultivate its own cannabis or attain it from another compassion center. All pesticides are prohibited in cultivation, and other operational regulations cover everything from hiring and training to security, record- keeping and transportation.
