However, it’s still difficult to disentangle the number of licenses issued in a given state from the number of licensees, as most states allow a single business to hold multiple licenses. Holding multiple licenses ― sometimes referred to as license stacking ― is especially prevalent in California’s marijuana cultivation sector, where 20% of grow licenses are held by less than 1% of business owners. Based on an extensive analysis of all available state licensing data and the dynamics of the relationship between licenses and licensees, we estimate 25,000-33,000 companies in the United States generate most or all of their revenue from the cannabis industry. Roughly a third of those businesses touch the plant, including retailers, cultivators, cannabis product manufacturers and testing labs. (Note: The estimates for plant-touching businesses include only licensed cannabis companies, meaning businesses operating in full compliance with state and local regulations. Estimates for ancillary companies include businesses that derive all or a notable portion of their revenue from the marijuana industry, not those that have only a very limited reach in cannabis.)
