Janet Mills signed a recreational marijuana bill into law, ending a 21/2-year delay. The law creates eight new business-license categories, and the state has begun accepting applications for adult-use business licenses. There are no statewide license caps, but municipalities can limit or ban recreational marijuana in their jurisdictions―which will likely slow the rollout of Maine’s adult-use cannabis industry. The state is expecting recreational sales to begin sometime in the spring of 2020. Marijuana Business Opportunity Rank for 2020 B+ The enactment of recreational rules will provide Maine with significant business opportunity, some of which is likely to remain local given the state’s tightened residency and outside investment regulations. Investors looking to enter Maine’s market should be leery of regulatory structures and their potential repercussions and loopholes, as this issue has come up in the past without being addressed or remedied in a timely manner by legislators. Although the number of allowed medical dispensaries has been increased from eight to 14, the number of dispensaries will remain at eight until the state issues new program rules.
