While the definition of recreational or adult-use marijuana is straightforward, what constitutes medical marijuana is still up for debate. By our definition, a state has legalized medical marijuana if: • It allows the sale of cannabis products containing at least 3% THC by weight. • It allows patients to purchase medical marijuana products from an in-state store or business. • It state has a qualifying-conditions list that includes more than one medical condition or set of symptoms.
