The AAFMmust adopt rules establishing how the agency will conduct research within its hemp program and set requirements for the registration of growers of hemp crops and processors of hemp and hemp-infused products. After the public-input phase, the agency will send final rules to the secretary of state’s office. Allison Adler, director of communications for the West Virginia Depart- ment of Health, said the “primary cause” behind the projected two- to three-year delay is concern about the ability of MMJ companies to secure banking services. The state treasurer, Adler noted, recently issued a request for proposals from financial institutions interested in providing banking services to the industry.
