Democratic New York Gov. Andrew M. Cuomo appointed Norman Birenbaum as director of the state’s cannabis program.

Birenbaum is expected to help New York legalize recreational marijuana in the upcoming legislative session, the Providence Journal reported.

He previously had been the top medical marijuana regulator in Rhode Island.
